Who We Are

 RP2 is an affiliated group of policy experts with extensive experience in state and local government issues.  The group includes:  

  • Gordon Folkman.  Gordon served as a property tax expert in the Minnesota Department of Revenue and the State Senate for over 30 years. He holds a M.S. Degree in Political Science from the University of Missouri at St. Louis. View CV 
  • Tom Gillaspy.  Tom served as the State Demographer in Minnesota for over 30 years. Prior to moving to Minnesota, Tom held the position of demographer at the Andrus Gerontology Center, University of Southern California.  He received his Ph.D. in Economics from the Pennsylvania State University specializing in economic demography.  He also holds a Master's Degree in Agricultural Economics.  A native of Texas, he received his undergraduate degree in economics from the University of Texas at Austin. 
  • Alan Hopeman.  Alan was a nonpartisan research analyst in the Minnesota House for 21 years, covering K-12 finance issues, state budget issues, and capital investment.  He has served as the chief financial and operations officer for the school districts of Wayzata, Rosemount-Apple Valley-Eagan, and South Washington County.  He also has expertise in state and local debt issues.  He holds a M.S. in Applied Economics from the University of Minnesota.  
  • Mark Misukanis.  Mark is a Senior Consultant with New Pharos Consulting.  His career includes experience in tax research at the Department of Revenue, 20 years in the Minnesota Senate and six years in higher education. His expertise is in K-12 education, taxes, state budgeting, higher education and economic impact analysis.  His Ph. D. is from the University of Minnesota. with Master's work in economics at the University of Wisconsin. View CV  
  • Mark Maruish.  Mark is an expert in the development and use of psychological and health status measures for evaluation and outcomes assessment purposes; managed behavioral healthcare service delivery and quality improvement; development, management, and marketing of products for the psychological test publishing industry; development of professional publications for behavioral healthcare providers; project management; and management of key business relationships.  His Ph.D. is from Alliant International University  View CV 
  • Steve Nelson.  Steve served as the Director of Budget and Legislation for the Children and Family Services Division and the Director of Health Care Administrative in the Department of Human Services.  He also served in the Minnesota State Planning Agency as a Senior Planner for Inter-Governmental Finance and a Senior Technical Analyst for the Environmental Quality Board. He holds a M.S. from the University of Minnesota in the Department of Agriculture and Applied Economics and a B.A. from Macalester College. View More 
  • Dan Salomone.  Dan has counseled policy makers on Minnesota public policy issues for over 34 years.  Dan has extensive experience in dealing with tax issues both on a local level as well as the state level, and is a highly respected voice on tax issues.  He has served as the Commissioner of Revenue in two administrations, been the Executive Director of the Minnesota Taxpayers Association. Director of Counsel and  Research  for  the  Minnesota  Senate  and Director  of  Tax  Research  for  the  Minnesota Department of Revenue.  He took his doctoral work in economics at the University of Missouri.
