There are no indicators for a local government more important than those measuring the health of the population.  Good health embodies the impact of a number of other characteristics- low risk behaviors, positive beneficial behaviors- regardless of other demographic attributes.  A healthy population reflects the general vigor of the community, is an indicator of demands on public services, and has a collaborative influence on all that live in the community.
